We are currently engaged in peace proposals,efforts to mitigate climate change, efforts to promote economic development in green technologies. We  are also engaging in efforts to promote law and justice aswell as sexual equality and economic equality both nationally and internationally.

Intended political reforms of the Progress and Reform Party

The party aims to reform some of the political institutions of the United Kingdom and also the union itself.

We intend to dissolve the union but create a Federated Union of Nations instead. This would result in each nation having national autonomy except in areas of agreed cooperation.

Each member state would elect one man and one woman to serve on the federal council. Each nation would have the same three federal policy mandates to choose between at election time and the mandate with the highest collective percentage would be implemented.

The leaders of the federal council (one man and one woman) would be decided by a vote between contenders and the highest percentage aggregate from all participating nations would assume the post, the leader would be the man or woman who had the highest percentage of the aggregate vote with the other taking the post of deputy, this would ensure that the best people would be chosen as leaders and that they could be from any of the participating nations, we would no longer be forced to have the leader of the biggest national party of England for instance if we believe there are better options.

The Federal Councils funding would be limited to an agreed percentage for national defence , plus import tariffs as set out separately in the core mandate for federal infrastructure projects, and investments for fighting global warming, additionally the council will be able to direct the investment of the 20% of the hourly rate assigned to the workplace pension  (and the 5% by the employer). 

We intend to completely disband the House of Lords, instead a panel of two members of parliament(one male and one female) from each participating nation of the Federal Union of Nations will form an advisory and amendment board of all participating nations to review the legislation before it is put to the vote and implemented for both federal and national legislation.

We intend to change from a first past the post system to a proportional representative system that works as follows, candidates will stand in the current boundary seats with as close as possible to equal numbers of men and women. The percentage of the national vote will determine the number of seats each party has and from that point seats will be apportioned according to the percentage of the vote each candidate got in each electoral ward(highest to lowest). Staring with a woman and alternating so that the number of seats is as equally apportioned as possible between the sexes. The nation will then be divided into regions according to the number of seats each party has and each citizen will then have a representative of all parties assigned to their area so that a representative of the party of their choice is able to represent their interests.

It has become apparent that the Political Standards Committee is not doing its job as many politicians feel that it is perfectly acceptable to lie to the electorate as their is no penalty for doing so and as the responsibility for politicians pay rises is to be changed see below. Their positions have become untenable and will be replaced with a citizens political standards committee which will be able to fine politicians for misconduct and split the fine between them as a bonus.
  
  
 

Pay and conditions of employment for politicians.

Unlike other political parties we intend to be genuinely accountable to the electorate. 

Annual salary of twice the national average wage (permanently tied to this amount) this means that the pay increases or decreases are linked to how the rest of the workforce are doing.

Cabinet ministers an additional £10,000.00 - £20,000.00 p.a. depending on the importance of the position.

All politicians have a potential bonus of £100,000.00 p.a. Except Party Leaders whose potential bonus is £200,000.00 p.a.

All federal council members will have a basic salary of twice the national average wage and a potential bonus of £200,000.00 except the council leaders which will be £250,000.00. The federal councillors  bonus will just be on citizen satisfaction, they will however, be providing a quarterly report to vote on. 

The government will provide a quarterly report after which the citizens will be able to vote on the bonus to be received by mps. The bonus is divided into four quarters and the electorate will be able to go online and rate their satisfaction of the federal council and their national governments performance during that quarter and also the performance of the other parties.

There will be several categories for the electorate to express their opinion on. 40% of the bonus will be on citizen satisfaction of the state of the nation, 20% of the bonus on educational provision for school, university and lifelong learning, 20% will be on satisfaction of legal services, and law and order and the last 20% will be for reductions in child poverty starting at 1% paid when child poverty is reduced to 1,000,000 from the current figure of 4,000,000.

A minimum number of ten million citizens will need to participate and vote otherwise the politicians will get their full bonus. 

Additionally politicians will only be able to do £50,000.00 of paid employment for non-government work and hospitality will only be able to be accepted from personal friends and family.

The intention is to concentrate politicians minds on competent delivery of  services and to force them into a position where to do well they have to deliver to the electorate.

To further this aim all politicians will be required to send their children to state run schools and their medical treatments will be on the NHS failure to do so will mandate the resignation of the mp and a lifelong ban from seeking political office will come into force. Pensions will be half the national average for every five year term in office to a maximum of twice the national average pension and will be paid at the same percentage as people who are being paid their pensions out of the Pension Protection Fund. 

By making these requirements politicians are forced to concentrate their efforts on ensuring that all citizens get great public services.



Political Party Funding and Politicians Expenses

Each year every party will receive one hours minimum wage for every voter that voted for them at the last election out of taxation, that will be the sole source of government funding of political parties and their members of parliaments expenses, plus party membership fees and a maximum £10 anonymous donation will be the only legal ways to fund a party and pay for politicians expenses.

Bequests, donations from organisations, unions, corporations and businesses and the wealthy will be illegal, as will accepting gifts or hospitality from anyone other than friends, lovers or family. 

Payments for speeches may be any amount however the politician is restricted to £1000 in pay, plus expenses the rest must be donated to a charitable cause. 

This removes any reason to give preferential treatment to any person or section of society in a parties legislative program and will mean that for the first time ever politicians may actually act for the greater good consistently.
